തിരുവനന്തപുരം : ( www. ) സംസ്ഥാനത്തെ എല്ലാ തദ്ദേശ സ്വയംഭരണ സ്ഥാപനങ്ങളിലും പ്രത്യേക സമിതികൾ രൂപീകരിച്ചുകൊണ്ടുള്ള ‘തൂഫാൻ തദ്ദേശം’ പദ്ധതിക്ക് സെപ്റ്റംബർ 28ന് തുടക്കമാകും. പഞ്ചായത്തുകൾ, നഗരസഭകൾ, കോർപ്പറേഷനുകൾ എന്നിവയ്ക്കൊപ്പം റസിഡന്റ്സ് അസോസിയേഷനുകൾ ഉൾപ്പെടെയുള്ള പ്രാദേശിക കൂട്ടായ്മകളെയും പദ്ധതിയുടെ ഭാഗമാക്കും.

ജനപ്രതിനിധികൾ, കുടുംബശ്രീ പ്രവർത്തകർ, ആശാ പ്രവർത്തകർ, ഹരിതകർമസേന, യുവജന-കായിക സംഘടനകൾ, വിദ്യാർത്ഥി സംഘടനകൾ തുടങ്ങിയവരെ ഉൾപ്പെടുത്തി ‘തൂഫാൻ വാരിയേഴ്സ്’ ബാഡ്ജ് അണിയിക്കും. ഓരോ വാർഡിലും ജനപ്രതിനിധികളുടെ നേതൃത്വത്തിൽ പ്രത്യേക സമിതിയായാണ് ‘തൂഫാൻ തദ്ദേശം’ പ്രവർത്തിക്കുക.

പോലീസിന്റെ ഇടപെടലിന് മുമ്പുതന്നെ സമൂഹത്തിലെ അപകടസാധ്യതകൾ തിരിച്ചറിയാൻ കഴിയുന്ന ‘ഏർലി ഇന്റർവെൻഷൻ’ സംവിധാനം ജനകീയമായി ആരംഭിക്കുകയാണ് പദ്ധതിയുടെ ലക്ഷ്യം. ഇതിലൂടെ പ്രാദേശിക തലത്തിൽ തന്നെ അപകടസാധ്യതകൾ തിരിച്ചറിഞ്ഞ് ആവശ്യമായ ഇടപെടലുകൾ നടത്തുന്നതിനുള്ള കൂട്ടായ പ്രവർത്തനത്തിന് പ്രാധാന്യം നൽകും.

സെപ്റ്റംബർ 28ന് സംസ്ഥാനത്തെ എല്ലാ തദ്ദേശ സ്വയംഭരണ സ്ഥാപനങ്ങളിലും ‘തൂഫാൻ’ പതാകകൾ ഉയർത്തും. കൗൺസിലിംഗിനൊപ്പം കൂടുതൽ ശക്തമായ റീഹാബിലിറ്റേഷൻ ഇടപെടലുകളിലേക്കും ‘തൂഫാൻ’ കടക്കുകയാണ്.

ലഹരിയിൽ നിന്ന് പുറത്തുവരാൻ ആഗ്രഹിക്കുന്നവരെ ചികിത്സയിലേക്കും പുനരധിവാസത്തിലേക്കും എത്തിക്കുന്നതിന് കൂട്ടായ ഇടപെടൽ ആവശ്യമാണ്. ‘തൂഫാൻ തദ്ദേശം’ റീഹാബിലിറ്റേഷനും പ്രത്യേക ഊന്നൽ നൽകും. ഇതിനൊപ്പം ആപ്പ് അധിഷ്ഠിത റെസ്പോൺസീവ് മെക്കാനിസവും നിലവിൽ വരും. വിവരങ്ങൾ രഹസ്യമായി പങ്കുവെക്കാനുള്ള സാഹചര്യവും ഇതിലൂടെ ഒരുക്കും.

Toofan Thadesam project forming special committees in all local self-government bodies in Kerala will start on September 28. Panchayats, municipalities, corporations along with residents associations and local groups will be included. Members including people's representatives, Kudumbashree workers, ASHA workers, Haritha Karma Sena, youth-sports and student organizations will wear Toofan Warriors badge and function as ward-level committees led by representatives. Aim is to launch early intervention system to identify societal risks before police intervention, enabling collective action at local level. Toofan flags will be hoisted in all local bodies on September 28. Alongside counselling, Toofan will move to stronger rehabilitation interventions with emphasis on bringing those wanting to quit drugs to treatment and rehabilitation. App-based responsive mechanism for confidential information sharing will also be introduced.
