കൊച്ചി: ( ബസ് യാത്രക്കാരോടും കാൽനടയാത്രക്കാരോടും മാന്യമല്ലാത്ത രീതിയിൽ പെരുമാറുന്ന സ്വകാര്യ ബസ് ജീവനക്കാർക്ക് കടിഞ്ഞാണിടാൻ കർശന നടപടികളുമായി മോട്ടോർ വാഹന വകുപ്പ് രംഗത്ത്. റോഡ് നിയമങ്ങൾ കാറ്റിൽപറത്തി യാത്രക്കാരോട് തോന്നുംപടി പെരുമാറുന്ന ജീവനക്കാർക്കെതിരെ പൊലീസ് ക്ലിയറൻസ് സർട്ടിഫിക്കറ്റ് (പി.സി.സി) ഉൾപ്പെടെയുള്ളവ നിർബന്ധമാക്കാനാണ് വകുപ്പിന്റെ പുതിയ നീക്കം.

ഈയടുത്തായി വ്യാപകമായി പരാതികൾ ഉയർന്ന പശ്ചാത്തലത്തിലാണ് മോട്ടോർ വാഹന വകുപ്പ് ഈ കർശന നടപടിയിലേക്ക് കടക്കുന്നത്. നിയമം ലംഘിക്കുന്ന പക്ഷം 7,500 രൂപ പിഴ ഈടാക്കുന്നതിനൊപ്പം ബസിന്റെ പെർമിറ്റ് റദ്ദാക്കുന്നതിനുള്ള നടപടികളും വകുപ്പ് സ്വീകരിക്കും. കൂടാതെ, പി.സി.സിയില്ലാത്ത ജീവനക്കാരെ ജോലിക്കെടുക്കുന്ന ബസ് ഉടമകൾക്കെതിരെയും നിയമനടപടി സ്വീകരിക്കുമെന്ന് അധികൃതർ മുന്നറിയിപ്പ് നൽകിയിട്ടുണ്ട്.

വ്യാപകമായ പരാതികളെത്തുടർന്ന് സംസ്ഥാനത്തിന്റെ വിവിധ ഭാഗങ്ങളിൽ എം.വി.ഡി ഉദ്യോഗസ്ഥർ നടത്തിയ മിന്നൽ പരിശോധനയിൽ ഭൂരിഭാഗം ജീവനക്കാരുടെയും കൈവശം പി.സി.സി സർട്ടിഫിക്കറ്റ് ഇല്ലെന്ന് കണ്ടെത്തിയിരുന്നു. തുടർന്നാണ് പരിശോധനയും തുടർനടപടികളും കൂടുതൽ കർശനമാക്കാൻ അധികൃതർ തീരുമാനിച്ചത്.

അലക്ഷ്യമായ ഡ്രൈവിങ്, അനുവദനീയമായതിനേക്കാൾ കൂടുതൽ വേഗത, ട്രാഫിക് സിഗ്‌നലുകളുടെ ലംഘനം, യാത്രക്കാരോടും കാൽനടയാത്രക്കാരോടുമുള്ള മോശം പെരുമാറ്റം, റോഡരികിലെ മറ്റ് നിയമലംഘനങ്ങൾ എന്നിവയുമായി ബന്ധപ്പെട്ട് നിരവധി പരാതികളാണ് ലഭിച്ചത്. നിയമലംഘനങ്ങൾ നടത്തുന്ന ജീവനക്കാരുടെ ദൃശ്യങ്ങൾ തെളിവുസഹിതം പൊതുജനങ്ങൾ പരാതിയായി നൽകുന്നതും വർധിച്ചിട്ടുണ്ട്.

പരിശോധനയ്ക്കിടയിൽ പി.സി.സി ഇല്ലാതെ ജോലി ചെയ്യുന്ന ചില ജീവനക്കാർ ലഹരി ഉപയോഗിക്കുന്നതായും ക്രിമിനൽ കേസുകളിൽ പ്രതികളാണെന്നും ഉള്ള വിവരങ്ങളും അധികൃതരുടെ ശ്രദ്ധയിൽപ്പെട്ടിട്ടുണ്ട്.

പരിശോധന ശക്തമാക്കിയ സാഹചര്യത്തിൽ പി.സി.സി ഹാജരാക്കാത്ത ഒരു ജീവനക്കാരെയും സർവീസിന് അനുവദിക്കില്ലെന്നാണ് എം.വി.ഡിയുടെ മുന്നറിയിപ്പ്. കഴിഞ്ഞ ഒരു മാസത്തിനിടെ നടത്തിയ പരിശോധനകളിൽ നിയമലംഘനം കണ്ടെത്തിയതിനെ തുടർന്ന് നിരവധി ബസ് ജീവനക്കാരുടെ ഡ്രൈവിങ് ലൈസൻസുകൾ വകുപ്പ് ഇതിനോടകം റദ്ദാക്കിയിട്ടുണ്ട്.

Kochi: Motor Vehicle Department to tighten noose on private bus staff who do not behave decently with bus passengers and pedestrians. MVD is set to tighten action to make Police Clearance Certificate (PCC) mandatory against staff who violate road rules and behave arbitrarily with passengers. In wake of widespread complaints recently, this new move of Motor Vehicle Department. Department will take steps to collect fine of 7500 and cancel bus permit if law violated. Also department warned that case will be filed against bus owner if staff without PCC hired. In surprise inspections conducted by MVD officials in various parts of state against backdrop of widespread complaints, majority of staff did not have PCC certificate. Hence department decided to make inspection and action more stringent. MVD organized surprise inspection after receiving widespread complaints about reckless driving, more speed than allowed, violation at traffic signals, bad behavior towards passengers and pedestrians, roadside violations. In addition, number of people filing complaints with evidence visuals of violating staff has also increased enormously. Officials clarified inspection was organized as part of resolving these and taking action. After inspection, besides working without PCC, reports that some staff use intoxicants and are accused in criminal cases have also come to notice of authorities. With inspection intensified, MVD warns that staff who do not produce PCC cannot enter service under any circumstances. In past one month, Motor Vehicle Department has revoked driving licenses of many bus staff after finding violations in inspections.
